In order to be fully comprehensive national reports should incorporate the following:

- Information on (planned) developments in national arms trade policy
- Information on licensing authorities and relevant agencies and departments
- Information on systems of accountability, for instance through Parliamentary monitoring
- Overview of applicable international regulations and policies

- Information on national, regional and international embargoes established, in force and/or lifted
