What are the challenges in Ukraine?

Ukraine is a significant producer and exporter of arms. Despite some strengthening of its arms transfer controls in recent years, Ukraine regularly exports to destinations affected by violent conflict or human rights abuses.

Ukraine needs to bring its arms transfer controls in line with its obligations under international human rights and humanitarian law and address the following issues:

  • poor transparency
  • a lack of public accountability
  • little parliamentary oversight

What we do in Ukraine

We work with local and international partners to:

  • encourage the development of a stronger, more transparent and accountable arms transfer controls system in line with its international obligations and international best practice
  • support Ukraine’s participation in international arms transfer control initiatives
  • promote dialogue between civil society and government
  • support Ukrainian civil society and parliamentarians' participation in overseeing Government arms transfer control policy and practice

News and activities

In March, we conducted research interviews in Ukraine for the forthcoming UN Programme of Action (PoA) report.

We also gathered feedback from the draft copy of the ‘Measuring Up?’ report on Ukrainian arms transfer control system.

Meetings were also held with British Embassy in Kiev to discuss the Transfer Controls Initiative project and to update officials on progress and next steps.
