Larry Attree
Larry is a specialist in conflict prevention, arms control & violence reduction, reintegration of ex-combatants, security and justice sector development, and conflict-sensitivity. With experience in Saferworld’s Europe, Asia and Conflict & Security teams, he has managed and contributed to a variety of projects on these themes. His experience includes project management, advocacy, capacity building and published research and policy documents on a wide variety of themes, including: children and armed conflict, small arms control and disarmament, reintegration of youth and children, security and justice sector development, arms transfer controls and conflict sensitivity (including conflict analysis and evaluation). Prior to taking up his post at Saferworld, Larry worked on security and development with a variety of UN and other international agencies, NGOs and the corporate sector in Europe, the Pacific, Asia and Africa. He has a working knowledge of French and speaks basic Bosnian-Croatian-Serbian.
Larry holds Masters degrees in Social and Political Thought and English Literature and Classics.
Ivan Campbell
With over 15 years experience of conflict prevention and peace-building, Ivan Campbell is currently Senior Advisor on Conflict and Security at Saferworld. The majority of Ivan’s experience has been in Africa, where he managed International Alert’s Programme in the Great Lakes region (2000-5), and subsequently as Head of Saferworld’s Programme in Africa, including Sudan, Somalia, Kenya and Uganda (2005-9). In his current advisory role Ivan is supporting Saferworld’s work in Georgia, Sri Lanka and Nepal, with a focus upon promoting dialogue processes and conflict-sensitive development. Ivan is also leading the development of Saferworld’s work on the linkages between climate change, security and conflict, and co-authored the report on ‘Climate change and conflict in Kenya’.
Ivan holds an MA in Development Studies from the University of East Anglia, and a BA from Oxford University. Ivan works in both French and English.
Rosy Cave
Rosy joined Saferworld in 2007 as our Head of Asia programme. She is leading our work on conflict, community safety, security and arms in Bangladesh, Nepal and Sri Lanka. She has experience of working on security issues including on disarmament such as small arms, mine action, cluster munitions and explosive remnants of war, having previously worked as project manager at the United Nations Institute for Disarmament Research (UNIDIR) and at Landmine Action, including as Acting Deputy Director. She was also part of the International Campaign to Ban Landmines and the Cluster Munition Coalition.
Rosy has an MSc in Latin American Politics and a BSc in Social Anthropology. She has experience in giving media interviews to radio and television. In addition to English, Rosy can also work in Spanish.
Simon Gray
Simon joined Saferworld in June 2009 as the Advocacy Team Leader, and is responsible for the management of our engagement with UK, EU and other international institutions. Previously Simon worked at Oxfam International as Humanitarian Policy Adviser and as Conventional Arms Policy Lead for Oxfam GB. Simon has extensive advocacy experience on arms and development issues, and led Oxfam’s engagement with the Arms Trade Treaty and UN Programme of Action on SALW processes for over 4 years. In that time Simon authored numerous policy briefings and articles as well as representing Oxfam International as media spokesperson on arms control and humanitarian response issues. Previous to this Simon worked in campaign management for a number of years, co-ordinating international civil society campaigns and building the capacity of staff and partners in strategic campaigning.
Hesta Groenewald
Hesta is the Head of the Sudan and Great Lakes Programme for Saferworld, managing regional work on conflict-sensitive development, community security and small arms control, based in Kampala. She has been involved in working with and providing training to governments, civil society and international donors on this and broader conflict prevention issues. Hesta has previously worked on promoting conflict prevention and the role of civil society in European Union development assistance in the Horn of Africa, and has experience on policy and programme development in security sector reform. She is the author and/or co-author of numerous research papers, reports, policy briefings and articles on conflict prevention, conflict-sensitive development and community-based policing. In addition to Afrikaans and English, Hesta is fluent in French.
Hesta has a post-graduate degree in International Relations and previously worked at the UN International Criminal Tribunal for the Former Yugoslavia.
Luitgard Hammerer
Luitgard joined Saferworld in October 2010 as Head of Europe and Central Asia. She leads Saferworld’s work on conflict prevention and community safety in the Balkans, the Caucasus, Kyrgyzstan and Tajikistan. She brings to this position more than 13 years’ experience in programming and advocacy on peace-building, democratisation and human rights (freedom of expression/right to information) having worked for CARE International’s Regional Management Unit for the Middle East and Eastern Europe; ARTICLE 19; the OSCE Mission in Kosovo; International Alert; and the Austrian Study Center for Peace and Conflict Resolution. Most of her working life has been focussed on the Balkans and the countries of the former Soviet Union. Luitgard holds a master’s degree in Political Science and International Relations, as well as a master’s in History and French. She speaks German, English, French, Russian and Italian.
Chamila Hemmathagama
Chamila is Team Leader of the Asia programme. Chamila has extensive experience in South Asia and is a qualified Barrister. She has several years of experience of working with conflict, small arms and security issues in South Asia. Her work has included small arms and human security surveys, analyses of security sector and access to justice issues in South Asia, designing and managing civil society projects on small arms and community security. Chamila has also designed and conducted trainings on small arms issues.
Chamila holds a LLM (International Law) from the University of New South Wales, Australia and is fluent in English and Sinhalese.
Duncan Hiscock
Duncan is Team Leader of the Conflict and Security Team. He has previously worked at Saferworld as Security and Justice Sector Development Adviser, Caucasus Programme Coordinator and as a Lead Researcher for the Asia Programme. He has authored over 20 publications on security and justice reforms, human security, arms control and civil society engagement in the security sector. His current areas of focus include monitoring and evaluation of security and justice programming, community security processes, and post-conflict security building. He has also worked for the International Centre for Policy Studies in Ukraine and the Institute for Public Policy Research in the UK. He has press and broadcast experience (BBC World Service, Radio 4).
A native English speaker, Duncan also speaks fluent Russian and German, and good Ukrainian and French.
Roy Isbister
Roy is Saferworld's team leader on arms transfers. He has worked in this area for nearly ten years, and has considerable experience in developing and implementing strategies to promote the adoption of responsible arms transfer control strategies at national, regional and international levels. Roy is the author and/or editor of numerous research papers, reports, policy briefings and articles on arms transfer control policies. Roy regularly contributes to national, regional and international media on arms issues.
Roy holds a Master's in International Relations from the University of Kent.
Astrit Istrefi
Astrit joined is Saferworld’s Kosovo-based Project Co-ordinator. He has nine years experience in community development, humanitarian assistance, community safety and civil society development. He has previously worked in Kosovo for the Forum for Civic Initiatives and the East West Management Institute. He has also worked for the OSCE’s election department and with the International Organisation for Migration on Iraq ‘out-of-country voting’ and in Afghanistan. During the Kosovo conflict, Astrit played a valuable voluntary role co-ordinating humanitarian assistance and providing accommodation for Kosovar refugees in Albania. He is active in a number of civic and cultural organizations in Kosovo. Astrit is fluent in both English and Albanian.
Bernardo Mariani
Bernardo manages Saferworld's programme activities in China. Over the past 14 years, Bernardo's work has focused on enhancing the capacities of governments, law enforcement agencies and civil society to tackle arms proliferation. He has managed and implemented advocacy, research and training activities across Europe, Russia and China in cooperation with governments, regional and international organisations, law enforcement agencies and NGOs. He has also worked as a consultant for the United Nations Office on Drugs and Crime and the European Commission, developing guidelines to combat arms trafficking.
Bernardo holds a Master Degree in Political Science and International Relations.
Elizabeth Kirkham
Elizabeth is Small Arms and Transfer Controls Advisor, having worked on arms and security issues at Saferworld since 1993. Elizabeth's areas of interest include national, regional and international arms transfer control policies and practices and global and regional efforts to stem the proliferation and misuse of small arms and light weapons. Elizabeth has produced numerous publications for Saferworld on a wide range of related issues such as: how an international Arms Trade Treaty could be monitored and verified; and priorities for strengthened controls on small arms transfers in order to prevent their diversion.
Sue Maskell
Sue is our Head of Operations and a member of the senior management team. She manages our fundraising, finances and human resources, and is responsible for ensuring that Saferworld operates effectively and efficiently in the UK and overseas.
Sue’s business and managerial experience has been gained in a varied career both in the non-profit and academic sectors.
Graham Mathias
Graham joined us as a part-time adviser on policing and security and justice sector development in 2002. Since then he has worked on these issues in Albania, Georgia, Jamaica, Kenya, Malawi, Moldova, Sri Lanka, Sudan and Yemen. Graham helped the UK government develop guidelines for UK police officers sent on overseas peace support missions and was engaged with developing material for the OECD-DAC guidelines on security sector reform. Graham's policing expertise draws from over 30 years spent with the Metropolitan Police Service which included a number of secondments as policing advisor to other countries' governments. He has also spent time working as a policing adviser with the FCO, DfID and the UK Government's Security and Justice Group (Stabilisation Unit) amongst others. Graham is a fellow of the Chartered Institute of Personnel Development and has an MSc in Economics.
Paul Murphy
Before joining Saferworld, Paul Murphy spent almost 20 years living and working in Africa (mostly in the Horn of Africa) in support of a broad range of development and humanitarian initiatives with non-governmental organisations, the United Nations and as a freelance consultant. Paul has spend considerable time working in Sudan, and his last post was as Director of Pact’s country programme that focused on the lead up to, and the period after, the Comprehensive Peace Agreement between the leaders from the North and South of the country.
Paul’s focus in recent years therefore has been on the development of conflict prevention and post conflict recovery initiatives. Since 2008, he has been Head of Saferworld’s Europe and Central Asia Programme, and is currently Director of Programmes, overseeing all Saferworld’s country and regional work.
Richard Nabudere
Based in Kampala, Richard is a team leader on our Uganda. Before joining Saferworld, Richard spent over 25 years working in the Ugandan Police Force, achieving the rank of Commissioner in 2003. Prior to Saferworld, he was Co-ordinator for the Uganda National Focal Point on Small Arms and Light Weapons and was Head of the Uganda Conflict Early Warning and Early Response Unit. Richard has extensive expertise in small arms and light weapons control, police management and conflict prevention. He also has experience giving media interviews on these subjects.
Richard holds an MA in Social Sector Planning and Management.
Craig Oliphant
Craig joined Saferworld in February 2011 as Senior Adviser to Europe and Central Asia. Before that, he worked for 12 years in the FCO where he was Head of Eastern Research Group, dealing broadly with Russia and Eastern European countries and specifically also with protracted conflicts in the region. Over thirty years, his career has focused on the countries of the former Soviet Union. In the second half of the 1990s Craig worked in The Hague as an adviser to the OSCE High Commissioner on National Minorities and, before that, was in Brussels at NATO for several years. In the 1980s he was a research analyst at Radio Free Europe in Munich and then at the MOD, as a senior lecturer at the Conflict Studies Research Centre at RMA Sandhurst. Craig holds a master's degree in modern languages (University of St Andrews). He is a member of IISS, RUSI and Chatham House (Russia/Eurasia Programme) and a member of the Institute of Linguists. He speaks Russian and French.
Robert Parker
Robert is a senior manager with 14 years’ experience of conflict prevention and peacebuilding issues. He joined Saferworld in 2006 and is the Director of Saferworld’s Policy and Communications Division where he leads teams conducting research, analysis, technical support and advocacy on security and justice, aid and conflict, arms control and governance. His issue expertise includes conflict prevention and peacebuilding, security sector reform, small arms and light weapons control, arms transfer controls, conflict analysis and broader approaches to linking community-level peace and security with international policies and frameworks. Previously he worked as a Geneva-based arms policy advisor for Oxfam, Campaign Manager on the arms and security trade at Amnesty International UK and as a consultant for various organisations including Landmine Action and the Geneva International Centre for Humanitarian Demining. Previously Saferworld’s Head of Europe Programme, he has experience working in and on Eastern Europe, the Western Balkans, the Caucasus, Central and South Asia and East Africa. He has a post-graduate degree from the Institute of Latin American Studies, University of London. In addition to English, Rob is fluent in Spanish and French.
Robert has experience in giving interviews to radio, television and print media on a range of issues including arms transfer controls, policing and strategic campaigning.
Simon Rynn
Simon is Head of Saferworld’s programme in Kenya and the Horn of Africa. He has held a number of positions within Saferworld including Team Leader for Europe and Advisor on security and Justice issues. He has also worked for the United Nations and UK development charities. Simon has nine years of experience in the conflict, justice and security areas and has worked in South Asia, Eastern Europe and now the Horn of Africa. His experience includes project management, monitoring and evaluation, training, field research, conflict analysis and policy advocacy. He has written numerous research reports, policy briefs and training guides while at Saferworld.
Simon has an MSc in International Relations.
His work has included arms surveys, analyses of security sector reform projects and the designing and management of civil society projects. Henry has authored and co-authored a number of research papers, policy briefs and training materials.
Previously, Henry has worked at the International Secretariat of Amnesty International and at Oxfam GB. Henry is currently preparing a PhD focusing on small arms control and long term peacebuilding and development frameworks in post-conflict environments.
