Summary This handbook is a 'how-to' guide for those running security system reform (SSR) programmes, offering advice on designing, implementing, monitoring and evaluating SSR programmes with different institutions, including the police, intelligence services and the military. It is aimed at bridging the gap between policy and practice and encouraging a more coherent approach by OECD member states. Saferworld was part of the consortium that led the first phase of developing the handbook and sat on the advisory panel. We contributed to initial drafts on reforming police services, regulating private security companies and advised on conflict-sensitive approaches and assessment tools. Published by the Organisation for Economic Co-operation and Development (OECD).
