Public safety and policing in Nepal

An analysis of public attitudes across Nepal

Summary This report highlights the attitudes, expectations and concerns of the Nepali public regarding security and policing and how these might be addressed.

The research involved questionnaires, interviews and focus group discussions with over 3000 members of the public and finds that despite the end of the conflict between the Maoists and the Government, concerns over crime and violence remain high. Few people said they respected the police and in only a quarter of cases did people believe the police had taken action in response to crimes in their area.

Nepalis want a police service that thinks and acts in cooperation with their communities, yet believe the police still operate according to old methods learned during the conflict and under monarchic rule. However, many respondents said they would happily cooperate with the police if they believed the service was ready to change.
