Summary
This report sets out Saferworld's thinking about security options and responses in Jonglei. While it is crucial to gain control over weapons possession, Saferworld believes that certain pre-conditions for long-term security provision and the establishment of peaceful relations need to be met before any attempts at recovering illegal weapons from civilians could have any sustainable impact. With this in mind, the report sets out some options for security responses in Jonglei, under civilian oversight, and the possible role of international actors in this regard.

Disarmament, on its own, will not bring about a long-term solution to the security challenges in southern Jonglei. Attempts at coercive, or forced disarmament, are likely to result in numerous security force failures and, at worst, trigger further violence and humanitarian disasters.
