Methodology
For this database we have identified the information on arms transfer control policy and practice that each EU Member State places in the public domain by way of formalised reporting mechanisms. These include national reports, information provided for inclusion in the EU Consolidated Report and reports to the UNRCA. In all cases we have endeavoured to have our data verified by relevant officials from the State concerned.
It must be recognised that activities states do not control cannot be reported on. For instance, some states still do not regulate arms brokers, in which case there will be no brokering licences on which they can report. We nevertheless identify such instances as transparency gaps, and would recommend that Member States update their systems, and then commence the relevant reporting.
