Review of the European Union Common Position
The legally-binding EU Common Position 2008/944/CFSP sets out the rules EU member states are obliged to follow when deciding whether to approve conventional arms transfers. But since its adoption in 2008, adherence to the Common Position has been inconsistent, such that EU-sourced conventional arms are still falling into the wrong hands.
The Common Position is currently being reviewed by member states.
This briefing summarises a roundtable that took place in Berlin in November, involving the member states leading the common position review and a number of interested civil society organisations, where a range of issues at the heart of the review process were discussed. The briefing includes a number of recommendations that the roundtable organisers developed on the basis of those discussions. It has been shared with the member states with the intention that the recommendations will help inform the ongoing review process.
