Understanding federalism: citizen’s engagement at the municipal level

Nepal was declared a federal democratic republic system in its 2015 constitution, which led to a political restructuring of the administrative units, and envisaged a three tier government. Elections at all three levels – federal, provincial and local – have taken place with governments operating at each level.

The role of elected representatives, political parties, civil society and community members are important for successfully rolling-out the structures under the new federal system, and it is important for them to be informed about federalism.

With the lack of available resources to easily understand federalism as well as the functions, roles and powers of the local government, this resource pack, aims to fill the gap.
