Generation of law through silence: the Global Counterterrorism Forum and its good practices

A decade after the creation of the Global Counterterrorism Forum (GCTF) in 2011, an internal review will take place to understand the impact and achievements of this “informal, apolitical, multilateral counterterrorism platform.” 
 
This report aims to stimulate reflection for the ten-year review of the GCTF. It is based on interviews with over 20 member state representatives, scholars, legal experts, representatives of civil society and officials from international organisations. 
 
This report notes seven critical inflection points before identifying four areas for improvement:

  • the creation of pathways to ensure the deliberate inclusion of non-members and civil society
  • the recentring of human rights compliance in all outputs and contextual evaluation of outcomes
  • the affirmation of a technical role in global counter-terrorism spaces
  • the pursuit of greater transparency in its modus operandi
