Regional policy seminar on implementing arms transfer control commitments - summary report

The need to strengthen controls over international arms transfers is an issue that ranks high on the international agenda. It is clear that the illicit proliferation of weapons is a problem in many countries, and that there is scope for progress on arms control issues at the regional and international level.

This briefing summarises the discussions of a seminar held in Moscow (March 2008) to discuss national and regional arms transfer control with a particular focus on preventing diversion. It brought together technical experts from Russia, China, Central Asia, Eastern Europe, and various multilateral arms control forums.

The seminar was organised by Saferworld and local partner, the PIR Center, in co-operation with the Russian Ministry of Foreign Affairs and with the support of the Government of Finland.
