Guidance note on the monitoring and evaluation (M&E) for the Nepal National Action Plan on UNSCR 1325 and 1820

This guidance note was presented in its original form by Madeline Church, Saferworld’s M&E Specialist, on 24-25 January 2012 in a workshop for key governmental and non-governmental stakeholders on the Monitoring and Evaluation (M&E) of the National Action Plan on UN Security Council Resolution 1325&1820 (NAP).

The purpose of the workshop was to sensitise key stakeholders on some key challenges and requirements related to the M&E of the NAP, and to jointly discuss how to further improve the implementation of M&E in this important field.

Participants, many of which were members of the NAP 1325&1820 Implementation and Steering Committees, included representatives from the Ministry of Peace and Reconstruction (MoPR) and its Gender Unit; the Ministry of Women, Children and Social Welfare (MoWCSW); the Ministry of Defence (MoD), the Ministry of Foreign Affairs (MoFA); the Ministry of Education (MoE); the National Women’s Commission (NWC); the National Planning Commission (NPC); Department of Women and Children; representatives from Banke and Rupandehi districts (from District Public Health Office, District Development Committee); M&E experts; and representatives from non-governmental organisations and the UN Women.

The purpose of this guidance note is to support those working on the NAP in their efforts to undertake M&E in a way that is useful and user-friendly: providing the information that is required to understand whether the implementation of the NAP is moving forward as planned and with the expected results; and doing that in a way that is easy to understand, without using too much jargon that makes M&E sound more complicated than it is.
