Delivering a bullet-proof ATT

This Control Arms paper, launched at a side event during the UN General Assembly meeting of the First Committee on disarmament and international security, outlines the current position of the coalition on progress towards securing an Arms Trade Treaty (ATT). It outlines the positive elements of the current draft text of the Treaty (CRP.1), as well as the main loopholes that will need to be addressed during on-going negotiations in order to secure a robust ATT.

At the end of the consensus-based negotiation process in the July 2012 Diplomatic Conference  for the ATT, states failed to agree a treaty. A draft treaty text was produced that contains many of the elements necessary for effective control of the international arms trade. However, this text also contains a number of weaknesses and loopholes that threaten fundamentally to undermine its effectiveness. As statements throughout the negotiations demonstrated, the majority of states want to see a robust treaty agreed.
