The Draft Text of the ATT and Remaining Core Issues

This seminar report outlines the key outcomes of a discussion on the Arms Trade Treaty (ATT) held in Brussels on 14 November 2012. Hosted by Saferworld, in cooperation with the European External Action Service, the seminar was attended by officials, diplomats, and members of the Africa-China-EU Expert Working Group on Conventional Arms Control. Looking forward to the second ATT diplomatic conference in March 2013, the seminar focused on the current state of UN negotiations, possible criteria and scope of an ATT, and issues related to its implementation. Related topics, such as arms supplies and the on-going conflicts in Libya and Syria were also discussed.
