Where we have been and the road ahead

This briefing, written by Saferworld’s Elizabeth Kirkham, was presented at a seminar on Towards an Arms Trade Treaty (ATT) in 2013, which was held in Brussels on 14 November 2012. The briefing looks back over the UNATT process from its inception in the form of UN General Assembly resolution 61/89 of 18 December 2006 to the latest decision taken at the UN General Assembly First Committee of 18 October 2012 to convene a final negotiating conference in March 2013. It analyses the draft text of the ATT and points out core issues that require further exploration in the future negotiation.

This briefing also served as a background paper for the first meeting of the EU-China-Africa Expert Working Group (EWG) on Conventional Arms held in Brussels on 13 November 2012.

本简报作者为更安全世界的小型武器与转让管控顾问伊丽莎白•可卡姆(Elizabeth Kirkham)。该文于2012年11月14日在布鲁塞尔举行的一场题为“向2013年的武器贸易条约迈进” 的研讨会期间进行发表。该文回顾了联合国武器贸易条约进程自2006年12月18日联合国大会第61/89号决议起,至2012年10月18日联大一委决定于2013年3月召开该条约终期谈判的发展历程。该文在分析武器贸易条约草案案文的同时,亦罗列出那些仍需进一步探讨的话题,以供今后谈判参考。
