Giving people a voice in the EU-facilitated dialogue between Kosovo and Serbia

Restoring stable relations between Kosovo and Serbia has been made more difficult by the failure of high-level dialogue between the countries to provide opportunities for civil society and communities to voice their concerns. Poor communication and a lack of transparency by negotiating parties has led to differing interpretations and expectations of what impact the Brussels Agreement will have, as well as heightened mistrust and tension between people.

Ahead of the European Union (EU)-facilitated dialogue resuming on 9 February 2015, this briefing asks the Prime Minister of Kosovo, the Prime Minister of Serbia, and the EU High Representative for Foreign Affairs and Security Policy to improve the way the dialogue is managed, by including members of civil society who will be able feed in communities’ views, expectations and concerns on relations between Kosovo and Serbia. The briefing calls for the negotiating parties to set new standards of transparency and practice better consultation and reporting, as well as address people’s concerns about the Agreement’s potential effects on their lives. Without this impetus, there is a risk that ethnic divisions will result in renewed violence, jeopardising progress on reconciliation between Kosovo and Serbia.

Uspotavljanje stabilnih odnosa između Kosova i Srbije ometa se zbog nedavanja mogućnosti civilnom društvu i zajednicama da izraze svoje brige u dijalogu visokog nivoa između dveju zemalja. Loša komunikacija i nedovoljna transparencija pregovaračkih strana rezultirala je sa različitim tumačenjima i očekivanjima o tome koji će uticaj imati Briselski sporazum, kao i povećala je nepoverenje i tenzije među ljudima.

Pre ponovnog početka dijaloga pripomognutog od strane Evropske unije (EU) dana 9.februara 2015. godine, putem ovog saopštenja tražimo od premijera Kosova, premijera Srbije i Visokog predstavnika EU za spoljne poslove i bezbednosnu politiku da poboljšaju način na koji se upravlja dijalog, uključujući u isti i članove civilnog društva, koji bi bili u mogućnosti da prenesu stajališta, očekivanja i brige zajednica što se tiče odnosa između Kosova i Srbije. Putem ovog dokumenta pozivaju se pregovaračke strane da uspostave nove standarde transparencije i da primenjuju viši nivo konsultacije i izveštavanja, kao i da adresiraju brige ljudi o mogućim uticajima dogovora na njihovim životima. Bez ovog podsticaja, postoji opasnost da će etničke podele dovesti do ponovnog nasilja, stavljajući tako u rizik napredak postignut u pomirenju između Kosova i Srbije.

Vendosja e marrëdhënieve stabile mes Kosovës dhe Serbisë është penguar nga dështimi i dialogut të nivelit të lartë mes shteteve për t’i dhënë mundësi shoqërisë civile dhe komuniteteve që t’i ngrisin shqetësimet e tyre. Komunikimi i dobët dhe mungesa e transparencës nga ana e palëve negociuese ka shpjerë në interpretime dhe pritshmëri të ndryshme sa i përket ndikimit që do të ketë Marrëveshja e Brukselit, si dhe ka rritur mosbesimin dhe tensionet mes njerëzve.

Para dialogut të lehtësuar nga Bashkimi Evropian (BE) që do të rifillon me 9 shkurt 2015, përmes këtij dokumenti kërkohet nga kryeministri i Kosovës, kryeministri i Serbisë dhe Përfaqësuesja e lartë e BE-së për politikë të jashtme dhe siguri që të përmirësohet mënyra e menaxhimit të dialogut, përmes përfshirjes së shoqërisë civile, e cila do të mundësojë ofrimin e pikëpamjeve, pritjeve dhe shqetësimeve tëkomuniteteve lidhur me marrëdheniet mes Kosovës dhe Serbisë. Përmes kësaj komunikate kërkohet nga palët negociuese që të krijojnë standarde të reja të transparencës si dhe të trajtojnë shqetësimet e njerëzve për efektet e mundshme të Marrëveshjes në jetën e tyre. Pa këtë impuls, ekziston rreziku që ndasitë etnike të rezultojnë me dhunë të re, duke rrezikuar kështu përparimin në procesin e pajtimit mes Kosovës dhe Serbisë.
