Ten years of the EU Code of Conduct on Arms Exports

This report takes stock of the EU Code of Conduct on Arms Exports ten years since it was adopted, and assesses the impact of the EU’s international transfer control regime.

Since the adoption of the EU Code, there have been positive developments and achievements in the EU transfer control regime. However, the picture is far from perfect.

This report recommends a number of changes to the EU Code and to the EU’s international transfer control regime as a whole. If adopted, these recommendations would help minimise the risk of EU involvement in the supply of arms which contribute to human rights violations, serious breaches of international humanitarian law, or which undermine peace and security or sustainable development.
