Conflict-Sensitivity Assessment of EU programmes in Sri Lanka

The joint Saferworld and EU publication 'Conflict-Sensitivity Assessment of EU programmes in Sri Lanka: Best practices and recommendations for project partners' presents summarised findings, best practices and recommendations in the areas of:
- Conflict-sensitive programme design and partnership development
- Conflict-sensitive project planning
- Conflict-sensitive project implementation
- Communication during implementation
- Enhancing peace and conflict impact
- Identifying and responding to risks
- Conflict-sensitive monitoring and evaluation.
This derives from Saferworld's 'Conflict-Sensitivity Assessment of EU programmes in Sri Lanka'. In support of the EU's efforts to ensure conflict sensitivity, this assessment aimed to assess conflict sensitivity in the overall EU development cooperation programme in Sri Lanka, and 16 EU-funded projects throughout Sri Lanka during 2009 and 2010. This document was prepared for EU implementing partners as well as for others who wish to learn from the EU and its partners' experiences in Sri Lanka.
The methodology for the assessment included: a desk review of relevant documentation, an inception meeting (with key EU officials), 163 key informant interviews (with EU officials, international stakeholders, key points of contact at specific projects and local stakeholders at project field locations) and 44 focus group discussions (with project staff, project partners, project beneficiaries and non beneficiaries) throughout Sri Lanka.
