Joint response to the Commission for the Implementation of the Constitution on the National Police Service Proposed Regulations

This submission by Saferworld and Usalama Forum to Kenya’s Commission on the Implementation of the Constitution (CIC) responds to a call for public input and feedback regarding a number of draft regulations for the Kenya Police Service. The submission focuses on eleven of the draft regulations. The proposed regulations are part of ongoing police reform efforts, which seek to transform Kenya’s Police Service into efficient, effective, professional and accountable security agencies that Kenyans can trust for their safety and security.

The submission is based on Saferworld and Usalama Forum’s extensive experience, including ongoing work with the police and members of the public in 13 communities across the country. The responses emphasise the need for policy revisions and changes to police practice and procedure which we believe need to be addressed under the regulations. The submission makes a number of recommendations about how specific regulations could and should be refined.
